Meniere's here - eye issues, and the sun hitting the edge of cracked glass can be blinding as a laser pointed at your eyes.
I replace mine right away. (they are covered anyway)

Just replaced mine yesterday.
History of my 23 Glad Sport was a Texas Enterprise rental.
Small cracks around perimeter but the Texas wind is loaded with sand.
Crepuscular driving is risky for me.
You are correct when addressing the W/S as a safety feature, as are brakes.
I don't address the W/S as permanent.

Accidental studies(did you defrost the chicken before you shot it at the windshield) have proven even a commercial airline window can be shattered
