I've also seen them used as additional restraints for the soft top: snap in place on frame, then loop around the hooks to help gather up more of the soft top material.

My owner's manual mentions neither of these uses (maybe newer ones do?).

There are two straps used to tie the top frame tubes together when the top is retracted, for better stability when driving on the highway. There are a couple videos on you tube showing them.
