The STAR team is their support team that tries to tackle these deeper issues. It basically means they are upgrading the issue internally to a team that is allegedly more capable of handling the request and is better equipped to get shit done.

My Gladiator has that same clip, but that wasn't my worry - my worry was sweeping debris out of my bed and accidentally getting crap inside the tailgate. That's why I bought a grommet to plug it up.

I think mine has started doing what you're describing as well now. Sounds like some kind of steering pump whine or something - happens randomly from the engine bay. It's pretty loud.
Alright, I finally had some time to work on the grommets. I attempted to take the panel off above the hole, but mine is practically welded on by the bed liner. If anyone wants to remove that panel to try and cut a proper hole in this grommet, the torx you need is a T-30.

My Jeep does have LED lights... but if I turn my light knob from 'auto' to 'on' (so headlights on) and then I dim the gauges, the high pitched noise seems to go away... so I'm afraid it's a capacitor or something in the gauges or the screen or something. It's driving me nuts. :(
