Why not just toss in a set of EVO 2.5" front springs? They're said to give like 3.5" of lift up front on non-Rubicon models. And can be had relatively cheap. But, also remember, that if you go more than 1.5" up front, you'll still need bumpstop extensions & longer sway bar links at minimum...
That's what I paid for my Rubicon brand new with 20 miles on it, before taxes... I think taxes and all it was $49K out the door. Mine has the 8.4" Navi 9-speaker Alpine stereo, AUX switches, factory Class-IV HD Tow Package, 3-piece Freedom hardtop, and the Granite Crystal Metallic paint...

And CHEAPER for aftermarket kits. If you can get a 6.4 Hemi for less than $10K upgrade option, you should be able to get a Hemi conversion done for WAY less than $25K-$35K. Probably bring it down to $15K or so...Hopefully.
