I'm not usually one to judge Jeep accessories. We all like different stuff from gaudy attention whoring to minimal and functional.
But those are hideous, so stop it.

This is great advice for the casual painter. Most brands sell products that are designed to work together. It makes it easier for the less experienced, and most importantly, it works.
Correct. If fuel consumption is your only concern then a re-gear is not worth it or necessary.
Now if you go up in tire size and still want to tow, then yeah, you're probably gonna wanna re-gear.
I'm no painter but I've painted my share of automotive body parts over the years. Cleanliness and prep is vital to success. It's possible that your paints (primer/color/clear) don't work well together. I would think that if the paint doesn't stick to the primer then it's a contaminant problem...
Does the primer come off too? Paint is all about the prep. Metal needs to be CLEAN and each layer needs to have enough "teeth" for the next layer to stick to.
Sorry about your troubles. Scary and infuriating stuff. The healthcare system in the US is tragic...everywhere...not just rural Iowa. If you're poor and/or not in a huge city with good insurance...well...our profit-over-people healthcare system can drive people to murder CEOs in the street.

I agree with the exhaust hanger idea, and I'll add, to me, it sounds like maybe the shield around the spare tire or some kind of thin metal rubbing. To my ears it doesn't sound like a rubber bushing issue, but I could be wrong as I spend a lot of time around loud amps and drums..
The ECRI unit uses your own manual measurements in addition to a GPS speedo to calculate your actual rolling tire size and calibrate the speedo. Mine's pretty much dead-nuts accurate with 37s and verified against other GPS methods.
