If they hook up the starscan tool while the problem is present they should be able to see the module that is preventing the start sequence. If no module comes up, that narrows it down to the mechanical start wiring and connectors.
It's not that it cannot be cracked. It has been. The problem is the memory fails with repeated flashing.
Basically jeep can't settle on an OS and now you have a shady no brand ecm that fails, with questionable engine hardware.
That's a hard road to hold.
