Mine is a Rubicon but same gearing and tow capacity. The 35s did impact towing. I still successfully tow a 4,200lb travel trailer and towed it recently in the mountains of VA/WV without issue. It isn’t a racecar and struggles on hills much more than the Hemi Grand Cherokee I had before it but...
I have a leveling kit posted for sale. It is a set of 2" Synergy coils up front and 3/4" spacer for the rear. Its a slight bit taller than most leveling kits to fit 35s if desired. I am in Virginia so should be cheap to ship to OH. PM me if interested.

If you look at my pictures these are US Rubicon fenders (I assume thats what you mean by regular rubi fenders?) with the 2.5" EVO lift. I think it looks good with my 35s. For sure would look better with 37s though. Here it is again.
assuming my rubicon started the same as your starting numbers I am at 22” bottom of front rock rail and 22.5” bottom of back rock rail. I assume my 35” tires added an inch so close to 5” in lift from stock? I assume the coils will settle a bit after a week or so.
The 2.5” EVO lift is installed. It’s a perfect height. Added about 3.5” front and rear (with a steel bumper and winch). I don’t know exact him eight difference because I went from a smaller lift not stock. Definitely big for my 35s so I need to move to 37s now. The installed lift is a Enforcer...
This is just 2” lift springs front and 3/4” spacer rear. No arms needed with such a small lift. It makes the Jeep about level with the rear still sitting about 1/2” higher than the front. Great stance for my 35s. I also have the stock rubicon springs for the rear if you want them.
Bumping to the top. Anyone interested? I just put a bigger lift on and am ready for my 37s. I need these sold before I can get wife approval to get the bigger tires. The ridge grapplers are an excellent tire and have only 8,000 miles on them.

My 35x12.5 fits fine with plenty of room so I am sure it will fit. Rim size shouldn't impact fit, its the overall size of the tire that would be an issue. Your 33" tire will fit fine as its smaller than a 35 and many people have fit 37s under there.
