There have been recent posts on this. The block heater is no longer included and must be ordered as an add-on option. Others have also reported issues with ordering the block heater. The dealer may need to contact Jeep for a resolution.

I didn’t find a clear answer in my search.
finally the dealership got back to me a minute ago and said that the 22s come with but who knows. It’s really a mystery I guess.
