Do 7-in lights in the 9-in hole allows snow to pass through, lost not packing in the snow like a 9-in light?

Doubtful - normally the snow that's a problem is a wet snow and it would bridge a 1" or less gap pretty easily in a funnel shape like these lights are. I've seen our snow block openings over 1" if conditions are right. I cleaned snow off not the edges, but even in the middle of the light, so I doubt it would be much help in certain snows.
Cold dry snows aren't a big deal, IMO.
