We all know some tires - and wheels - are off "laterally" as well - meaning you may need weight on the inner surface, or outer.
You don't balance tired just for "up and down imbalance" (static balance).
You can have a balance problem that causes a side-to-side shimmy (dynamic imbalance).

Hard to imagine beads going to the side of the tire that is light to take care of that problem.
