Are the body matched flares merely black ones that have been painted, or do they have a different base texture? If I had some black fenders could I use some self etching primer and then body match and clear?

It would take a lot of prep but can be done.. I would look into sanding and prepping and color match raptor lining them.. you will get a durable finish. I have done very little off road and my plastic (not painted) fenders have pitting from rocks.. any off-road driving and those fenders will be messed up if you paint them..

If you will never take it off-road? Paint will work but many hours of prep and possible problem if not done right

I painted my old strike force zebra doors. They were plastic and textured like the flares. I had to sand the whole surface to take down the texture. Then I put on several layers of primer to fill in the pores in the plastic. In retrospect, It might have been better to go with a filler. Then I had to sand that down smooth. And a couple coats of like color paint. And then a few coats of color matched factory paint from spray cans. And then a few coats of max 2k gloss.
It was a lot of work. But it looked great! hahaha

If you have textured and want painted, I would think the best course of action would be to find someone who wanted to swap for a little cash on their side, or buy them. Lots of people swap fenders.

I converted my black JK fenders by coating them with body-colored bed liner (MonstaLiner)

I would use paint intended for plastics like the Krylon Fusion.

My fenders and top were originally black from the factory.
