Oh no NY is plenty clear, if the doors are made to be removed you may do so. Occupants older than 16(?) May chose to not wear belts but all front seat occupants must. Children of a given size must use seat or booster and must be belted.
Ive had my top and doors off and my little monkeys all belted in their seats and no issues from the man. Now if adults were to choose to not wear belts that may get you noticed and given a lack of doors holding i belted passengers in would likely result in a "I dont care what you say, heres your ticket." Ticket.
The windshield topic though is very iffy and im very sure it all depends on the officer, the day, and what you did to be noticed.
