Factory Steel Bumper - No Drill License Plate Frame

Lucky me living in MD where we are required to have front license plates.
I don't want to drill into the bumper, even if it's only the plastic winch plate cover.
Before I give up and buy 68295610AA, is there a No-Drill option front license plate frame for the steel bumper?

My steel front bumper came with that already installed, and we do not have a front license plate in PA. Is this the winch ready front bumper? What is in the spot where the hawsse/fairlead would mount?

I am in Idaho and required to have one as well. As of right now, I don't have one in place. I don't like the look of it. If I eventually get pulled over, I will have to do something about it. Until then, I like it how it is!

If you look close at the picture in gathk reply you can see a license plate mount. I am using the same license plate bracket on my Jeep. If I am recalling correct the mount plate came with the Warn winch mount cradle. Fits high and tight to the bumper.

Thanks for the replies. I don't have a winch yet. I'm just trying to avoid drilling anything, even if it's the plastic blank cover plate.

I have a flip up bracket I got from 4WP and it flips up the license when you nbeed the whinch
