Front Lic Plate Bracket... Does it come installed/drilled

How does the front lic plate bracket work if you get a steel bumper on a Rubicon? Is it drilled into the bumper by a tech at the dealer who may or may not leave it level/square?
Do all the JT come with the front plate bracket even if you dont "order" it.. Even in states that dont require front plates?

It's added by the tech during the PDI. If you ordered your truck you can request they don't install it or if you live in a no plate state, they typically just leave it in the vehicle. The mounting spot has divots that make mounting it simple and with the contours it's pretty hard to fuck up.

So in the case of the steel bumper they are drilling into the structural steel bumper?

I don't have the steel on my Overland, I have the plastic. Didn't want to drill into that either, so I got one of the Sto n Sho brackets. Pricy, but just bolts on the bottom with existing hardware. Easy to remove the plate if needed, just pull a pin and it slides off.

The steel bumper comes with a plastic filler plate with four (4) divots to mount the license plate bracket (separate Mopar part). The filler plate is just clipped onto the steel bumper. I didn't need the filler plate on mine since I mounted a winch (and fairlead plate). Hope this helps.
