I had lived in cold weather climates my entire life but not during the ownership of my J.T. I would try to use something like the brand LPS #3 spray coating on the interior rods and latch assy to try and reduce the amount of water intrusion into these tailgate components through the latches and back tailgate cover. This will not be a cure all especially when sub zero temperatures come but should reduce any potential freeze up issues. Good luck
