Is this hinge corrosion?

2023 Jeep Gladiator Sport / Max Tow
Noticed today. It's VERY hard to the touch. 2,500 miles on a 2023 garage kept Sport MaxTow. I don't think it was there on last wash. No signs on any other hinges. What do you think?

It’s hard to tell in the picture, but I took my 2021 in for a paint spot on the hood bubbling, the dealer body shop inspected the vehicle and replaced the hood and all four doors.

And make sure you take it to a dealer that has their own body shop, I made that mistake. But in the end it all worked out, I can’t even tell, they matched the paint perfectly.

Hard to tell in pic ? If it’s corrosion it would be under the paint and pushing paint upwards. In the pic it looks like possibly some sort of foreign material on top ?
I would take a soft tooth brush and alittle glass cleaner to it to make sure ? Also sometimes there is dirt and dust under and stuck on top from when it was painted and still wet or tacky. I also see something close to screw on bottom of pic ? Definitely a reason for concern On both.
