Different worlds then. No avionics tech I have worked with would have misconstrued or been confused if I asked them to measure voltage across a fuse or breaker other than to check both sides to ground. If I wanted a voltage drop check, then they would know .

Thanks for the help folks. Long story short, it’s working now. I changed the 5 amp fuse, re-flashed, and checked pin outs one last time. Thank you.
