I had to google it. Never seen this out west.

Exactly! Saw one Tahoe that had been lowered 2" from stock on the rear and raised 4" in front. No amount of seat adjustment could be made to be comfortable or see clearly out the front of the truck.

Probably couldn't fit in the garage with his 40s, so had to shrink the tires, or hydraulics

Maybe he was confused and bought 40cm tires.
