There's several threads on this. It's a known issue. In the past, some who had been using it were able to get it working again after rebooting the head unit. They probably pushed an update to keep people from trying to use it until they have a solution.
If this is from a Uconnect 7 to 8.4 upgrade, there is a possibility that it may never work.

I believe that is correct. The hotspot function is a separate paid service from AT&T. I've never tried it, since I have the hotspot capability on my AT&T phone.
