my first time airing down my tires and I noticed no air coming out of one of my tires unless I slightly moved the stem to the side and then air flow was ok. No problem with air ups.
When I got home I removed valve core and still no air release unless I moved stem to the side with my finger.
I took it to the tire shop ( where I bought tires and new wheels) and they say this is a common problem with Jeep (mopar)TPMS sensors and that the only thing they can do is change out TPMS on the tire.
Before I try this, is this a common problem or should I take it for a second opinion ?

I've not heard of it being common, but the problem is with the valve stem in the TPMS sensor. A second opinion will be the same, it needs replaced. It may just be defective, and it could have been damaged when it was moved to the new wheel. Since you provided the TPMS sensors, they won't fix it for free. You could try for a warranty replacement with the dealer, if it was still installed in the stock wheel. Since the primary purpose is to keep the air in, letting it out is something not usually tested.

Thanks … I think I’ll get a new mopar tpms and get them to change it.
The “universal” brand they sell has had issues on jeeps according to him.

Remove the valve. Stick a piece of stiff wire down the hole to see if it hits anything. You just might have something blocking the hole. Air pressure might be holding it in place.
