Possible breaking problem, need advice

Hard to explain...When I drive the JT, and have to break but not to full stop, I apply steady pressure but seems like my foot has to go almost all the way down, but if I let go and immediately brake again it (like old car pumping the breaks) it seems like it breaks better and have more travel on the break pedal. Normal?

Make sure all caliper bolts are there and tight. There have been cases of bolts being loose or missing allowing the calipers to move.
Make sure there's not too much play in the bearings.
