I wrapped instrument panel rings with some satin black vinyl wrap. The steering wheel piece on my sport was already black, so that should be an available part.

what's the impact on passenger airbag deployment?

We have install several, We have not tested it, and fortunately none of our customers have had to.
The wrap is a thin vinyl material. IMO, I don't think could delay or stop the airbag, specially because of the strength that have when they deploy.
