Yes it will rub because of the way it bends back towards the fenders. That's the only reason I took mine off after installing my lift and 35s.
I know this is old thread but did you have any issues with winch alignment in the winch plate? Seems the 4 holes pre drilled set the winch slightly offset. Also don’t see how fairlead mounts without the bolts hitting the winch. I mocked it up to the same bumper the other day and was confused.I got this one. It's a rugged ridge ridge full width Spartan High clearance. I absolutely love it and love the fact that it fills in the gap between the bumper and fenders. Had mine for about 16 months now.
I had no issue installing mine or my buddies on his 2019 JLU as far as the holes lining up. I bought shorter bolts for my Fairlead because it looked close and instead of having it rub I went to Lowe's and got slightly shorter ones for like $1.50. My buddy bought And smaller cheaper winch off Amazon and used the bolts that came with the bumper And they did not run on his winch.
