Just happened to me this morning, some guy with zero posts private-messaged me and said he had tires he would sell me. I left the conversation, if he has zero posts then something is definitely wrong.

Just reported lubafenniman. We had this same thing happening pretty badly on my forum. It's a absolute pain, but I have set the forum to manual approval. Myself and other staff look through the registrations and view the IP and see what they resolve to. Almost all of these scammers hop from VPNs mainly M247.
