I know both is good. But for overlanding on roads much easier than the Rubicon what one makes you feel safer?
IMO,,, being unlifted will keep you out of bad places and a winch will help you get out of bad places.

In the past, I’ve done winch first. A lift seemed to get me in to more trouble.

A lift has more out-of-the-box function, I’ll grant y’all that.

If your doing true overlanding then you would probably also want to look at your weight. A winch and bumper can easily get to 200lbs.

I have a winch on my unlifted jeep, not having a lift keeps me off some trails but having it has been very useful pulling up bushes in the yard and looks cool on the road.

I would say if your going by yourself to do need some type of extraction gear, hilift, come-along, etc.

You’re going to need a level after putting the winch and bumper combo as this will drop your front end 1/2 to a full inch.

you can always go light and order an aluminum stubby and get synthetic rope.

the times I’ve needed my winch to self extract i sure was happy to have it!!!!

I vote winch, and save for the lift. Until then, limit which trails you explore until you’re able to get that and larger tires.

Who says a lift means you can't get stuck somewhere and need other aids? Sometimes a lift may make some feel more invincible......... You can still bury a lifted vehicle. You can still get it into a ravine it can't drive out of.

If you‘re going to be wheeling solo, I think I’d do the winch first.

Winch.. check out the utube videos of 4x4 Rescue.. for more on using a Winch.. As said you will need to space up the front after install. You are putting it on the JKUR?

after this weekend of wheeling, and having to extract people 4 different times, I would say winch.

Being self sufficient is more important.
I also will double check who I wheel with better. These guys should not have been on black rated trails without a winch. That's on me. Next time I will inspect the group and tell people who are not setup properly to go to the lower group.

like others say
 better to be prepared and lift
 you can save up for to get the one you need for your type of wheeling.

IMO,,, being unlifted will keep you out of bad places and a winch will help you get out of bad places.
Start with the winch. You do not always need a leveling kit, even with a steel bumper. Mine didn’t move down a bit after. I added it first, and have used it both for assisting others (6-8 times in less than a year), and once for self recovery. It’s true that a lift allows you to go more places, but things happen on easy trails as well. I added the lift many months after the winch. In my opinion, a place to save money is by waiting on rear bumpers. I’m fine with my stocker.

You can buy a great winch for under $500. It is impossible to buy a (new)(decent)(reliable) lift for that price.

Personally I would go with a lift first as that could help you not get into a situation in the first place. While self recovery is very important the winch is the last tool that I've used in the past to get unstuck and have only use my winch to help others. I've used my shovel and traction boards way more often.

You do not always need a leveling kit, even with a steel bumper. Mine didn’t move down a bit after.
Mine dropped a good .5" - and that's with the lighter Rubicon springs.
