Winch plate on OEM NON-Steel bumper?

Okay - so I have a 22 Rubicon, and it has a plastic (WTH!) bumper fascia and I want to put a winch on it. Can I/has anyone cut the bumper to fit a plate or added metal under a plate to raise the plate over it? Ideas? If I need to do a bumper, I'd probably make one myself, but I want to keep the factory LED fog lamps - they are BRIGHT AF!

Thanks in advance for any thoughts or ideas.

There’s more if you do a search. I was going to do it but found it much easier to find a bumper that mounts the stock LED fogs.
