Hey guys - Whats the deal with this relay or whatever taped under my wheel well which will be covered in mud what is it for lights?

That is anti-abrasion strip. Seen on most Gladiators and Wranglers for the front fog light connector and harness. Tends to fall off over time and most think it is for assembly only use when the vehicle is built.

Right front? On the right side of the right frame rail right behind the front bumper?
It's not a relay, it's the connector for the fog lights.
Likely the tape protects it during assembly at the factory. It never stays put and there's really no danger to it there behind the bumper protected by the skid plate below and the filler strip above.
Mine was barely even there.

That's twice as much of that tape as mine had, and in different spot. Mine was barely there.

Yeah, I only had the one piece on the frame side of the connector. If there was another piece, it fell off.

My past JT's most went flying with the first spray of a car wash pressure wand.

Years later and Jeep still couldn't just provision a hole for Christmas tree ziptie.
It's definitely locked to the frame securely - the tape really is only on the connector itself.
The wire and connector are secured tight to the frame - found out when installing the snow plow brackets to my 22 - it's secure.

It's definitely locked to the frame securely - the tape really is only on the connector itself.
The wire and connector are secured tight to the frame - found out when installing the snow plow brackets to my 22 - it's secure.
It's almost like putty tape, also double sided for no reason. It's well thought out by Jeep so one can use the fresh side later on 😂. The black adhesive foam tapes around the doors on mine is melting too.
