I forgot to reinstall the center caps on my steel wheels. They are held in place by the lug nuts. In order to remove all the lug nuts on a wheel so that they are all off a the same time, do I need to jack the car up? I suspect I do, but if there's a chance I can avoid getting out the jack I would like to try

Yes. I mean chances are you can remove all of them and it'll be fine, but I'd want it up in the air if it was me.

Glad I just got a HF jack that goes up 24”, for my unlifted JT with OEM size tires

You don't need to jack it up in the air, but it would be a good idea to put a jack under the axle or frame to support it, just in case. The wheel should not come off when the lug nuts are removed, as long as there is no movement of the truck while they are off.
