Mystery “unit” found..What is THIS?

So this fell out from under the dashboard today. What is it? It had a very flimsy piece of double sided tape on it..and no clue where it is supposed to go.. also there was another “rogue” wire with a two conductor female connector that’s just “loose”

After all the threads about these things, the dealer looked at me like I was crazy when I crawled as far up under the dash as I could with my flashlight looking for trackers before picking up my new JT.

A lof of those threads are not about the tracker. All though i have seen the threads on here about the tracker. My question would be why are they tracking customers?
