No... it surprisingly quiets things down in the cab. I am guessing it disturbs the wind coming over the windshield just enough that it calms down the wind noise.
I've always cautioned people when it comes to this event... it's definitely not family friendly anymore (at least not on Crystal Beach).

This is normal behavior... if you're not on completely flat ground, it can get hung up and need a little bit of movement in order to engage/disengage. The flashing is the Jeep letting you know it's working on it.
