I took every one of the steering linkage joints and installed a grease fitting. I anticipated the problem long ago. Drill a hole in the cap and screw in a grease fitting. I forget what size drill I used but it worked great. Now I grease these fittings during my oil change interval.
That looks like a chemical reaction. It appears to be a painted surface that was subjected to a very strong solvent. Sometimes that effect will occur when using lacquer thinner over enamel paint. Just my humble 77 year old opinion.
