I reread and saw that you had the max tow package. That means 4.10 gears and wider axles (like the Rubicon). If that is the case...35's, hands down with the Teraflex leveller. Good luck with your decision. :jk:
But does he? I didnt think you could have max tow with the Overland.... I could be wrong

I have a 2021 JT Rubicon on 35x12.5/17 on 17x9 wheels with a 1.5 Teraflex leaving kit. No issues what so ever.

But he doesn't have the Rubi fenders...they will rub in the stock rear if he wheels, effectively removing them by force, lol.

Typically on a Leveling kit there is some added lift on the rear but....
Note: Aftermarket wheels with less than stock backspacing will require at least 0.5” Rear Bump Stop Strike Pad Extensions to avoid tire rubbing on the inner fender liner at full compression when articulated. Models with plastic bumpers require removal of bumper-to-fender wind deflector/splash guards in order to fit 35” or larger tires.

With 35 x12.5 tires, you will probably rub the lower control arms at full lock without wheel spacers. You may be able to live with 35's with 3.73 gears, but it will be a bit sluggish and you will take a pretty good hit on mpg's. It just wasn't a good choice for ME. A friend of mine went with 305/70r17's (a wider 34" tire) and 1.75" wheel spacers and really likes them. His truck has got a little more poke than I like, but 305/70's are a nice option. They fill up the wheel wells nicely. You might be able to get by without the wheel spacers with the 305's if you don't want the extra poke.
