The fender liner is supposed to be flexible enough that the bolts and pins underneath can be removed, and it can be peeled back far enough to change the battery without removing the liner or the fender. Of course, warmer weather will make it more flexible. I still have to change my Aux battery, and that is what I plan to try.
That might work if you removed the tire and had a way to hold the fender liner out of the way...in warm weather. Still seems like it would be awkward. I changed mine in 25-degree temps and took the Jeep for a drive first to warm up the fender area and make the plastic fender clips more flexible. I'm certain that I would have spent more time rolling my jack into place, putting in the jack stands, and removing the tire than it took to remove the entire fender. I only broke one fender clip but had spares before pulling the fender. The Napa part number for the fender clips is 6655145 for a pack of 5 (around $9). There are 9 or 10 holding the fender to the body.

Here's a video showing how easy it is to remove the fender: Easy Fender Removal

I replaced mine through the top, and I wouldn't do it any other way after watching that video.
I replaced mine through the fender and after watching the video of both ways I wouldn't do it any other way.
