He must be referring to something like the ones with red lines pointing to them - the ones in green are what you mentioned and come only with the steel skid plate option.Are you sure you are not a high functioning Gorilla?
Only the Rubicon/Mojave models have rivnuts on those frame horns for the factory metal skid plate brackets. Other models they are not usually there.
Ones pointed to with red are there even on Overland. (maybe the top one isn't a rivnut, can't remember)
My new bulldog winch plate uses those upper bolt areas to secure the rear/sides of the plate. You remove the factory (gray) bolts and the winch plate is secured there (bottom pic)
