It's because there's more risk to a used vehicle - you have no idea how it was treated or serviced, it was used to plow snow, or tow 7,000 pound contractor trailers or raced on the weekend.
Yes, a certified PRE-OWNED does have a bigger warranty to make people more easy about buying a used vehicle.
I'm more concerned about what a prior owner did than a factory issue. Once you get the factory stuff ironed out, if you treat it right your risks are lower.
A used vehicle - you just never know........

Just google jeep extended warranty, go to mopar site, not a 3rd site warrant and get a quote online. Very simple. As long as your not past the 3yr/60,000mi. I’m looking at getting an extended 5years for around $1,200.

The CPO 7 year/100,000 mile warranties on my wife's 2014 JGC and my 2017 JGC are powertrain warranties and start from the original in service dates. Our CPO warranties are not an additional 7 years or 100,000 miles and are not bumper to bumper warranties.
