I think its only part of the 8.4, but honestly you can probably do better with your own plan and power it separately. I found the built in ATT coverage in my 8.4 to be terrible.

It's currently only available in the 8.4 Uconnect. The service is provided by AT&T. You will probably get a better deal using the hotspot feature on your phone, or on a cellular equipped tablet on your phone plan.
