The rail is reversed in the picture.
The part I circled in blue should go to the front where I circled yellow.

These things are famously bad, and there's actually several iterations of the instructions with differing errors. Another error is that they picture a Hex head bold "D" in your marked up image, but no hex head bolt is provided - there's 12x Torx bolts in the parts list. Other versions had FWD point to the rear, amongst other mistakes.

So far nobody has it.

Here's another hint:

This is a description of what's included in the package.

It doesn't show the bolts that go in the rear of the rails with the tabs are located.

BINGO!!

Also the Torx are mislabeled F in the second diagram and the hex bolts you mentioned aren't even included but each rail takes 4 torx bolts which equals 12, so they at least got that right.

Unfortunately no prize, that picture is in fact correct. Nice try, and thanks for playing.

Now I wonder what Mopar has to say?!

They did. Unfortunately I have no idea what size or pitch bolt to use since I already installed the nutzerts and the rails.
I went to my dealership and they gave me two for free, even though I did not buy the rails from them.
