I thought the stock Rubicon Falken A/T tires were reasonably quiet for an A/T tire compared to my H/T tires. I expected a lot more noise - they were louder, but not as bad as I expected.

And no, on the mud flaps, splash guards, whatever. The sound isn't that directional and it's trapped in the wheel well and comes up through the thinly insulated body.
High frequency sounds are more directional and easier to block, midrange and lower sounds not so much, but the mud flaps aren't where the sound itself would be emanating from anyway.
It's the tire on the highway. And that sound goes all directions. Live on a road where many of the people that go by have trucks and A/T and M/T tires - aggressive ones by the sounds. No piece of rubber or plastic will stop that.

Insulate your floors and sill areas like others have suggested.
I didn't know you had the Falkens at some point.

How do they compare to the Grabbers you have now??

Mine got much quieter once I put the trifold soft cover on. You can tell the difference on and off.
Makes total sense. Those large straight panels in the box, like a drum head projecting vibration and sound. You baffled it.
And years ago GM proved that a tonneau cover actually helps reduce drag, which should reduce noise, including wind noise.
They also found a source of drag and noise was the gap between the bed and back of the cap - most pickups have that gap filled. It should be closed on the top, to, according to GM's findings.

Pickups that sit higher are going to be more noisy naturally as well. When a vehicle sits closer to the road, the vibrations and sounds, even engine and exhaust sounds, are partially absorbed by the road - with the extra space, those same sound waves escape and spread outward.

I had the Falkens on during the last half of the first winter (2019/2020 - put then on about February 2020), and the winter of 20/21
The Generals went on early last summer so went through the entire winter 2021/2022.
I liked the Falkens well enough, but I have to say that honestly, the truck behaved better with snow pack, etc. than the Falkens. Enough that I drove several miles on winding hilly snow packed roads thinking I was in 4H until I went to take it out of 4H and realized I had never made it into 4H to begin with. I found myself using 4H less with these. They Falkens are not bad, I can't diss them (the weight is high...... but, whatever) but the Grabber A/Tx just did better in our winter. They changed the truck.
And that matches the reviews and all info I could find or dig up about them. People were raving about them being a great winter tire. Being lighter they keep the unsprung weight down as well, not that I buy strictly on that but it's a factor.

I have that, too, but it's easier to reach up and touch an ear than unlock the phone, launch the app, and hit the up/down arrows on a phone screen.
I have a profile for road noise when in the truck but don't often use it. It's noise cancelling. Really blocks wind noise well. I haven't even connected my phone to the BT radio I put in my little car because these work so much better for calls.
