Yes, those are the two most common origin stories. I personally lean towards Eugene but it could have been a happy coincidence of GP and the Popeye "puppy".

The maintenance technical manuals identified the vehicle as the 1/4-ton 4x4 Truck Willys-Overland Model MB and Ford Model GPW. It was highly touted as being a lightweight, go anywhere, vehicle and people connected the verbiage to Popeye's "dog" Eugene the Jeep. My only puzzle is not how Jeep got associated with the MB but how did the original writers come up with "Jeep" anyway?
