Well after everyone's input I figured I had nothing to lose so I pulled out the display and brought it inside and started using different household chemicals on it.
My thought was if I could find something that ate away the coating that I scratched up I could install my screen protector I had on hand.
I found that Germ X if used liberally would eat the coating pretty quickly.
So and hour of so of rubbing it was almost all gone. Installed a Mopar screen protector and it looks great honestly. Much better than it did before.

What helped eat away the surface was the fact it was dirty and you touched it. That's why you clean them before touching them. Don't wait days or weeks. Your finger oils combined with the dust create a nice mix for eating away at surfaces.

Ever seen a very polished show car where someone decides to just wipe it off - and you can't even really see the layer of dust? It's scratched.
Similar for these. When you get a layer of grit on the screen, you clean it - not every year or every month, but more frequently if you run the thing in dusty conditions.

I keep a microfiber cloth in the console.

I actually use paper towels to polish parts in the lathe in my shop almost like crocus cloth - because they are abrasive.

Been using touch-screens since the mid-1990s on industrial equipment - even with modern technology and materials, they take some care.

I showed my screen to my service advisor at my local dealership. She called it delamination and got it approved to be covered by my aftermarket warranty (MasterTech). They couldn't determine if the damage is external or internal but didn't seem to matter. New infotainment system has been ordered.

Does anyone know if my navigation waypoints and other settings can be saved and copied to the new unit?

10 months later and I still have the factory plastic it came with on mine. Screen protector? 7"

I put a screen protector on to avoid scrapes from dust - guess I'll need to watch for the delmaniation even under that.

Honestly, the glass protector I think makes it look nicer anyway. Looks like a real screen instead of the matte look it has.

I was warned about this before taking my JT home, and I purchased and installed a screen protector the minute I got it into my driveway.

I put a 7 dollar screen protector on mine the week I bought it. I can clean that with whatever I want and the screen underneath is like brand new. This makes me so glad I did.

Same issue with mine. I’ve only ever cleaned it with micro cloth. This is 2 1/2 years of normal wear and tear.
