Maxcare extended warranty - out of State address

I am ready to buy an EW, and receiving this from the dealer:

"I have your CA address where I will mail you your hard copies, but I will need a non-CA address for the application, nothing gets mailed there,"

Is this kosher?

I was told the same thing, we live in Florida. Apparently in Florida there is a law that says extended warranties can only be sold for full MSRP and can not be discounted.
