I've been searching everywhere and have yet to find one I like..
recommendations or reviews would be helpful.
2020 Rubicon

Here is the criteria:

Winch has to set inside the bumper
Stubby or mid width, No full width
Protection plate underneath for the sway bar disco
Want one that reuses the fog lights

I went with a Quadratec QRC stubby. The winch sits down in and the skid plate fits after a small modification. Easy to put on and takes factory fog lights. The only challenge is the fog light mounts if you have big fingers but with patience can be done.

Rugged Ridge Arcus fits the bill. Light weight, so not gonna take a huge beating but works for my use.

I hear ya, there are a lot of bumpers out there I don't like and searched for over a month. I almost got the Arcus as seen above, but circled back around to Mopar in the end. It just works for me and there is no worries about fitment etc. I think the Arcus actually "looks" a little better. I just don't like the big bulky and heavy bumpers. Definitely hate grumper grills, WTF is up with those things?????

I went with Mopar as it will use my factory Fog Lights. I just bought the whole thing today as listed below:

82215351 Grill / Winch Guard
82215729 Grill / Winch Guard Light Mounting Brackets
82215386-AB Mopar off Road Lights
Warn VR EVO 12 Winch

I haven't decided on a Fairlead yet, but will in the next few days, I expect the cost to be between $45.00 and $85.00. All Mopar parts were either delivered on order today or will be delivered to the Jeep dealer for pick-up on Tuesday. I ordered the Winch from Amazon who had the best price at $705.76 including tax. The Lights were $635.30 including tax from Amazon. All other Mopar parts were $1,910.52 including tax. (your tax rate may be more or less depending on where you live or make the purchase). So, for about $3,251.58 in parts I will have the bumper I want at a price and in a timeline I consider fair. I will have all installed at 4-West in Colton, CA. I have a tentative price of $720.00 total install including electric for winch (fused directly to battery) and lights (wired to Rubicon factory aux-1 switch), and will confirm the install date and price on Monday. I am not sure about the sway disco bar (whatever that is because I was NOT into Disco)
I looked hard at the AEV and it was thousands more and there was no timeline for delivery. I researched this extensively, and this was the best package I found.

Just bought a Warn Zeon 10s so I hope I don't have any mounting issues either..

You have a JTR with a plastic bumper, so you can re-use the stock steel skid. One of the many reasons I went with the Arcus. I had most of the same requirements you did.
