Yes. I recounted those brackets. And yes, that step was not in the instructions. Once everything was loosely assembled. I was hoping to slide the winch forward a bit for more clearance to the grill. However, I was lucky to have enough room. Others have enlarged the mount holes to move the winch forward.

Sweet.... ??‍ looks like I’ll be removing the bumper again. But maybe I can slide those on without taking it off. We will see. Thanks for the response!

I was able to put the brackets on without removing the bumper. You may have to loosen things up but not have to remove.
