This brings back memories from the power plant. We had a thing called "broom sticking". On some of the bigger breakers. To close the breaker, we used a broom stick. To throw the breaker switch. If the breaker blew, you wouldn't be standing in front of it. On the 480V, 4160V, and 7,000V. We did those by remote. The 525 KV air breakers. We hand cranked them open the close. If you were chosen to do the cranking. You said your prayers before cranking. If anything went wrong. They might find a boot.
