I have a 22 Rubicon with a little shake as described. Have the Mopar 2 inch lift and 6.1 deg caster. I was told that the brackets require a 2.5 inch lift to install. Can I install them with only 2 inch Mopar lift?

whoever told you that lied to you. Rancho instructions for the brackets say “This kit requires at least a 2” lift be installed.”

You are correct. 2 inches seems to be the min for all of them.

Low stuff under the axle tubes is never a good idea on something that will be wheeled where clearance matters.

For the street or easy wheeling, no big deal.
They mount to the frame and not the axle tubes. In real world use it is not an issue.

Real world use varies by user.

Just like the axle tubes, lower stuff under the frame is not a good idea on something that will be wheeled where clearance matters.

Well I got these installed. Already had the Mopar extended LCAs. im at exactly 2” over stock height and I think Im gonna have to put the original control arms back on. I’m at a slightly negative pinion angle now.

You can install them on a stock rig with no lift if you want. I'd use the first hole (top) and see how it does.
That said, you need to check all of your steering suspension torques.

Remember, pinion angle is determined by both ends, and the front shaft isn't in play during most highway driving.
