School me on paint bubbling

There is a small area of bubbling paint on the edge of my hood. A little over a year ago that same spot was repainted due to the same issue. The fix looked perfect. Why would the exact same spot bubble again over a year later? Can issue the issue be permanently fixed or is there inherently something wrong in that spot?

so i looked at your original post. I'd be willing to bet that the seam between the inner sheet metal and outer isn't sealed or painted properly. so its corroding on the backside. or when they fixed your paint they did it wrong or didn't fully correct the problem.
