Does the skid plate that comes with the factory plastic front bumper interchange with the factory steel front bumper?

Ummm. I think so. It looks to be the same.

I just bought a steel bumper to replace my plastic one, but my steel skid plate is already cut up to fit a tow bar setup. Looking at videos about the install, I don't see anything that would be different.

I just got a new (take-off) steel bumper but thought I recall hearing the bolt holes are slightly different

They are different. The one that goes with the factory steel bumper bolts directly onto the bumper. When I replaced my plastic front bumper with the 3-piece factory steel one, I also replaced the skid plate.
I do not think it is necessary to replace the skid though, if you do not want to.

Well crap. I did get the skid plate with the 3 piece bumper, but didn't want to hack up another one.

So, can now confirm they are different. Instead of cutting the skid plate that came with the steel bumper to fit around my tow plate, I had to cut off a bit of my old one and do a little adjustment with a BFH to get it to work with the steel bumper. It's on now and I have a skid plate for sale.
