You can blame the insurance companies, they don't want to pay out the 5x extra it costs to fix you when you wreck without a seatbelt. And to those that say it only affects them - only if you're self insured, otherwise your dumb ass costs get passed on to the rest of us when you get all messed up not wearing it.
If the insurance companies could refuse coverage if you weren't wearing your seatbelt it'd be a different story, then I'd be all about it, Darwin and all that - and when you'd have to come out of pocket for the medical costs it'd ruin you financially to the point you wouldn't be able to afford a car anyway. Of course you probably wouldn't be able to pay it out of pocket and it'd get spread to the rest of the taxpayers, so we'd be paying for your stupidity one way or the other. Or you could just wear it. Or deal with the beeping for your mile long driveway.
