What does re-gearing mean and why do it

it means to change out the ring and pinion gears in the differential to a different gear ratio. In Jeeps it all most always to a lower(numerically higher) ratio to improve torque or to return the cruising RPM closer to stock after installing larger tires

There's a ratio of Ring Gears to Pinion Gears. 5:13 to 1 means for every 5.13 rotations of the pinion gear, the ring gear rotates once.

A higher ratio (lower gearing) is a torque multiplier (but also a top speed reducer). When you're pushing bigger tires, you're now moving 5,000lbs 19.5 inches away from the axle center point instead of say 16.5 inches away. So by using bigger tires, you need more torque to accomplish the same acceleration. Regearing undoes this functional torque reduction and brings you back to stock-ish. Generally larger tires are also heavier, which is why you don't see people regear quite 1:1, as you have to overcome the larger distance from the axle center as well as the higher tire weight.

Regearing is to correct the higher final drive ratio of larger tires. Larger tires reduce revolutions per mile. The goal is returning final drive ratio back to what it would have had with OEM wheels and tires or as close as possible. Gear jobs can and are used for other applications, not just Jeeps. But generally for a Jeep it is used to correct tire size, although some will gear way down just for crawl speed and low end torque.

Diff gears will multiply the torque to the wheels. Allows the engine to run at a higher RPM for more freeway torque. The 4.10s are OK up to 35 inch tires.

Most vehicles are geared too tall from the factory to maximize fuel economy. Works fine for most drivers but becomes a hindrance when modifying or even using a jeep as intended.
