yellow and red dots on tires all over

I’m pretty sure they used balance beads. I could be wrong, but those look 100% like balance bead valve stem caps. Just watched a 20 minute utube vid about balance beads & 10 minutes later I randomly came across this thread, lol.
If true, I don’t think it makes a difference where the dots are. Beads can be good one day and not the next.
